Short answer is: You can't create two gateways with same IP address.

Maybe this could work though:

Imagine that the gateway is 77.77.77.77 and the peering server accepts a
request domain like "myservice.com". Create two gateways with dummy IP
addresses like 1.2.3.4 and 1.2.3.5

Then create a "via route" in your config.yml as described in the handbook using
the IP address of the gateway

kamailio:
  lb:
    external_sbc:
      - sip:77.77.77.77:5060

Configure your two gateways to use that hop filling the "via route" param and
fill the hostname field with "myservice.com" to be reflected in the ruri
instead of the dummy IP addresses.

That might work. No warranties.
