[Spce-user] 404 Not found during mysql outage instead of 503

Hi

A few days ago, something went wrong with mysql on an SPCE.

I noticed I could not login to the web gui on port 2443, and it could not
look up subscribers.

It was sending back 4xx codes (I cant recall if it was 480 or 404 - pretty
sure it was 404). Wouldn't it be better to send back 503 code during a
mysql outage?

I'm on LTS 2.8
