[Spce-user] Firewalling rules 3.8.1

Hi all

Running a mr3.8.1 system here. 

I found that there are firewalling options in config.yml file. But the
templates needed to run the firewall are not present by default.

ngcp-templates-ce-security-tools had to be manually installed.
