[Spce-user] after upgrade to latest 2.8 LTS, no CDR rating is occuring

try to start mediator

/etc/init.d/mediator start

Check in cdr.log if starts (if it died maybe you'll have to
remove /var/lock/mediator.lock and start again)

If it dies again and again please report here
