[Spce-user] after upgrade to latest 2.8 LTS, no CDR rating is occuring

Hi,
Ok, so from reading other posts, I manually started mediator.
Then it started rating calls (tailing the logs I watched it).
So, what should i check as to why it wasnt started after upgrade?
Also, where was it fetching the records from to actually create the
accounting records? Just want to understand what happens when mediator
isn't running vs when it is.
