I didn't get, was it new installation or upgrade?
Or it was new installation on mr3.8.x and then upgrade to mr3.8.3?

In any case you can check install/upgrade/ngcpcfg logs to find the
answers. All logs are located here:
 - /var/log/ngcp-installer*
 - /var/log/ngcp-upgrade-mr3.8.3.log
 - /var/log/ngcp/ngcpcfg.log
