[Spce-user] Emergency numbers are locking billing

Hi,
I followed the SPCE Handbook in order to configure Emergency Numbers as explained in the guide but, if I try to estabilish a call towards an emergency number, I get billing locked because it can't find an outbound fee for them.
Shouldn't emergency_ tag make the call bypassing billing logics?

How can I make sure that it is correctly applied?
