[Spce-user] Emergency numbers are locking billing

Hi Alessandro,
rate-o-mat most likely is failing because you do not have a billing fee
matching "emergency_" destination field.

Just adjust your fees. The prefix won't skip the billing, it just allow
your call to skip internal checking for example NCOS, blocking list and
so on.
