[Spce-user] Enable mysql networking

Hi,
ngcp-cfg is always rewriting /etc/mysql/my.cnf after every restart of ngcp services. It results that I can't definitely enable networking on Mysql, since it's configuration file always get overwritten.

How could I enable it definitely?
