[Spce-user] Enable mysql networking

Hi,
as for any .tt2 file, in order to change that you should do:

1) cp /etc/ngcp-config/templates/etc/mysql/my.cnf.tt2
/etc/ngcp-config/templates/etc/mysql/my.cnf.customtt.tt2
2) make your changed in the customtt.tt2
3) apply the changes with "ngpcfg apply"
