[Spce-user] CLIR and Rewrite Rules

Hi all

I've experienced an issue while using mr3.8.3 and trying to use *31* as caller
clir code. 

It seems that rewrite rules are invoked before calling ROUTE_CLIR and of
course they don't match the ruri with the *31* in front. I had to create a
specific rewrite rule to make it work but I don't think that's the way it
should. 

I suggest to move ROUTE_CLIR before calling dialplan functions for
callee.
