[Spce-user] Latest 4.0.1 update fails

How did you update, manually by running apt-get upgrade or from previous
release using our upgrade script?
If you do it manually, you need to execute also ngcp-update-db-schema &&
ngcp-update-cfg-schema, it looks like the latter has been missed.
