[Spce-user] Monthly fees per user, not per Billing profile

Hello,

we have to implement a number of customers with different monthly base 
costs, but they all use the same rate sheet.
Setting up different billing profiles make it pretty hard to maintain 
the rates, if it is required to have a billing profile with rate sheet 
per different base costs.

BTW, I noticed the appearence of profile packages and billing networks 
on the new version 4.0.1. I cannot find a documentation for these?
