NGCP Default values are:

$yaml->[0]->{kamailio}->{proxy}->{latency_limit_action} = '100';
$yaml->[0]->{kamailio}->{proxy}->{latency_limit_db} = '500';
$yaml->[0]->{kamailio}->{proxy}->{latency_log_level} = 1;
