[Spce-user] upgrading to 4.2.1 fails on nonexistent old packages

Fixed.

The step "/usr/share/ngcp-upgrade/steps/mr4.2/fix_purge_old_packages"
should care about the list of installed packages before purging
unnecessary. Released hotfix for mr4.2.1 already.
