[Spce-user] access to sipwise v 3.1 sw_vcs patch (not available in older branch on github)

Dear Gavin,

1) sems in mr3.8 has version 1.6.0 while sems in v3.1 was 1.4.3

2) Sipwise didn't use quilt to manage patches that time,
so no patches available for NGCP v3.1

3) you can check branch 1.4.3+spce3.0 to see the sources for NGCP v3.1
