[Spce-user] possible to effectively disable call waiting in spce configuration? send calls to voicemail when a second call comes in ?

I have a situation where the provisioning vendor for my cable modems and MTAs refuses to create me a config that disables call waiting on the customer end..so..

Is there a way to effectively limit a subscriber to one call path AND send any additional calls to voicemail?

I know it should be possible via the client device..and it is...I even told them what options to put in the config file to do it...its more that their provisioning platform does not have the capability to do this on a per subscriber level, according to them, I should be able to do it on the switch side, and if they do it , it will apply to all customers that have a particular modem not just the ones I'm asking for it on.
