The upgrade has a steps to take care of them, please see:
/usr/share/ngcp-upgrade-mr3.8.6/upgrade-2.8-to-mr3.8.6

the first part is:
> # 3.0: fix kamailio.location ruid unique index
> echo "Fix permanent contacts, 'pre' stage"

the second part is:
> # 2.8->mr3.8.*: fix kamailio.location ruid unique index
> if [ -z "$flag_perm" ]; then ...

Also you have upgrade log in /var/backup and /var/log/ngcp-upgrade-...
So you can see what has happens during the upgrade.
Unfortunately I cannot help you more with the current information.

P.S. what was your problem with libanyevent-perl ?
