[Spce-user] Handbook: ngcp installer method

Hi all

The handbook shows the way of installing the ngcp system by downloading and
executing the ngcp-installer package

The problem is that in every version the installer linked is the latest one.
That makes people install version 5 when thye try to install 4.x lts. 

Shouldn't this be changed and pointed to the latest version of the installer
but in the same major number?

PKG=ngcp-installer-latest.deb
wget http://deb.sipwise.com/spce/${PKG}
dpkg -i ${PKG}


-->

PKG=ngcp-installer-4.x-latest.deb
wget http://deb.sipwise.com/spce/${PKG}
dpkg -i ${PKG}



something like that.
