[Spce-user] mr4.5.5 - NCOS is not applied when calling voice box?

Hi,

I want to block access for select users to voicemail by creating a blacklist NCOS level, but it seems that calls to voicebox don’t go through NCOS levels at all. Is this by design, or is this a bug ?
