The file '/tmp/tmp.oepllKzk8T' size is zero (0) and when I open it, it was
empty.

As per your suggestion I commented out the relevant lines regarding the
Debian version check in:
/usr/share/ngcp-upgrade/steps/mr4.2/check_debian_version
And it worked. I was about to complete the upgrade.

Looks like a wrong check made it into the upgrade scripts, we'll take a look
a it.
If you feel adventurous enough you can just comment out the relevant lines
regarding the Debian version check in
/usr/share/ngcp-upgrade/steps/mr4.2/check_debian_version
