[Spce-user] Multiple endpoints for one subscriber

Hello All,

I'm wondering how I can have multiple endpoints for a single subscriber and
prioritize them?   For example, if SPCE sends an invite to priority 1
endpoint and it is offline, then it will send to priority 2 endpoint.  I'm
thinking I need to make them permanent registrations but I want to make
sure this will work before I test in my environment.
