[Spce-user] Clean SPCE 4.5.x installation but with current 3.8 backup

Hi,
One option is to:

1. Upgrade your current system to lastest 3.8.x
2. Backup dB and /etc/ngcp-config
3. Start a vanilla VM with latest 3.8.x 
4. Import dB and  /etc/ngcp-config 
5. Upgrade new vm to 4.5
