[Spce-user] Subscriber is global locked but can still register in mr.6.5.5

Hello,

 

i found out today, that if a subscriber is locked as global, the subscriber
can still register to this subscriber.

As far I can remember, if subscriber is locked globally, registration is
also not possible anymore, or I am wrong?
