[Spce-user] outbound calls with prepaid account are not blocked if balance is 0

Oh,
 I didn't realize that. I have few customers (less than 10), I guess the
PRO version is overkilled for me.

So it's not very clear why the "prepaid" checkbox is visible. And what are
useful for "Profile packages"? I guessed they were exactly what I needed.
