[Spce-user] 403 Forbidden to outbound calls

Hi Guilherme,

I noticed that has_inbound_rules=0 in your voip_peer_groups table. So 
although it seems you defined the inbound rule, it's not active. Please 
check the UI again, if you disable / enable the inbound rule, 
has_inbound_rules should be set to 1.
