[Spce-user] rate-o-mat stops within a minute

I am needing a bit of assistance with the Rate-o-mat service that just keeps on stopping, when this happens.
Billing fees stops charging the customers.

Please find attached  is the log file, when I test calls within 9-11 seconds interval after restarting the service the call charges fine.
