You can think of a « refill » at teh beginnin of each interval (eg. 30DAYS)
: unused free cash / free time remains, used free cash / free time is added
again.

For free minutes, I think you must set the free time in the billing profile
if you want it to be done automatically every month, free cash you can do
with profile package.

can i reset them at the beginning of each month to the set value?
