[Spce-user] Perl File module missing

Hi everyone,I have updated sipwise to version 7.5 and since the update I 
have not received the fraud customer lock email.

ngcp-fraud-notifier says the following:

However, if I try to install the File module with cpan it tells me that 
it is not configured:

CPAN.pm requires configuration, but most of it can be done automatically.
If you answer 'no' below, you will enter an interactive dialog for each
configuration option instead.
