[Spce-user] Fraud daily lock not locking 6.5.X

Hi

In a 6.5.13 system, I did a test with a subscriber that reached the daily
limit. The daily lock script started sending emails every 30 minutes since
16:00 that was the first until 23:30 which is fine. 

BUT the lock of the subscriber was only performed at 23:30. Since 16:00 to
23:30 mails were sent but no real subscriber lock was performed.

In the api log I see the calls to 

/api/customerfraudevents/
/api/subscribers/
/api/emailtemplates/

but I don't see 

API[PATCH]/api/subscribers/12

until 23:30


what could be the reason?
