[Spce-user] Automatic free time partial allocation / calculation

Free cash/time is always partially assigned when creating the contract, no
need to set this manually.

Hi,

- when Customer is created with Billing profile i.e. in middle of the month,
you have to manually set part of Free time. In this case half.

- but when Customer is created through API, it seems, he got partial amount
of Free time. It is automatically calculated by SPCE.

Is that right? I cannot find documentation for this.

Using SPCE 9.5 LTS.
