[Spce-user] How to disable ReINVITEs to certain callees

Hi All

Onccasionally we interact through a provider to an callee system that seems
a bit faulty with how it deals with reINVITES and MOH.

What happens is they send reINVITE with a=sendonly. When their answer user
gets connected, they fail to REINVITE with a=both

We cant disable reINVITES because we need to allow "in general" audio codec
negotiation.

However, when we come accoss a problematic callee like this, we would
prefer to simply not allow reINVITES through the SBC.

How can I achieve this?
