[Spce-user] Billing fee not work mr11.3.1

Hello everyone.
I have a terrible problem with setting up billing.
I have set the plans, I have set the rates, there is a specific zone and
yet when I make a call, the CDR shows the connection, but the cost is 0
in the CDR it does not show at all that it is classified as a zone.
