[Spce-user] ngcp-support-noaccess causing problems

If you have ngcp-support-noaccess installed, you have problem with
upgrades, at least from version 8.5 years ago when I noticed this
first time...
Last time, i made upgrade from 9.5.6 to 9.5.8.
When noaccess is installed, upgrade crashed. After uninstall, it
worked... probably problems with Sipwise user stuff missing.
So 9.5.8 up and running. I tried disable support access after update
again exactly as written in Handbook, but there is problem with this -
posix user Sipwise missing and other stuff like this in Status...
Also it seems statement in Handbook is not working fully properly in 9.5.8:
ngcp-support-access --disable && apt-get install ngcpsupport-noaccess
or
apt-get install ngcp-support-access && ngcp-supportaccess --enable
