[Spce-user] Credit restriction for Peers

Prepaid credit only works on the commercial version if you want the calls
to be cut off once the credit hits zero. (Not even sure if this works on
peers)
On the CE version you could run a script to check the credit after the call
is made (with Cron, or using a MySQL procedure), but it won’t cut off the
call when credit hits zero. So there is that risk.
