[Spce-user] Unable to update from 13.5.1.3 to 13.5.1.xx

Hi,

clean install 13.5.1.3.

apt update = circa 150+ files to update (just for info, not updated)
ngcp-update = run, 0 updated 0 upgraded...
reboot = from only one grub entry , there is new one, automatically
selected, but not able to boot into this. If older entry is selected,
it boots right, into new kernel, but still version 13.5.1.3
