[Spce-user] UPDATE ISSUES: mr14.1.1 No PSTN gateways available and Continually re-registering

RE:

- Reported 15/12/25 - mr13.5.1, mr14.0.1, mr14.1.1 No PSTN gateways available
- Reported 20/02/26 - mr14.0.1, mr14.1.1  Continually re-registering MT#64552

Initial Configuration:

*  2 SIP phones registered as local subscribers
*  No PSTN incoming numbers configured at providers to be delivered to SPCE
*  1 VOIP (O/G) Trunk provider configured as a Peer
   -  2 Peering servers (1 FQDN peering server, 2 IP addresses)
   -  Relative weights of 1, 127 alternated (to favour one IP over the other)
   -  Digest auth (Remote User Auth) configured and enabled
   -  Probe options ping enabled
   -  No Inbound rules configured
   -  1 (default) outbound rule
   -  No dialed-number (callee) re-write rules configures

1st Intermediate Configuration:
* 1 VOIP Trunk provider configured as Peer
  -  1 Peering server configured
  -  Remote User Auth disable
  -  As Initial Configuration

2nd Intermediate Configuration:
* 1 VOIP Trunk provider configured as Peer
  -  1 Peering server configured
  -  Remote User Auth disabled
  -  Peering server disabled
  -  As Initial Configuration

Final Configuration:
* 1 VOIP Trunk provider configured as Peer
  -  No Peering servers configured (see below)
  -  As Initial Configuration

Results:
1.  From initial through final config, o/g calls failed No PSTN gateway available
    (Call routing verification tool named the configured VOIP trunk as selected route)

2.  From initial through final config, continually re-registered with VOIP trunk even after disabling and ultimately deleting.
