Can you please provide the output of "pstree" for us to see which
services are running after a reboot? Maybe some service fails to start
on reboot.

"ngcpcfg apply" basically just restarts a couple of services
(implicitely by executing "ngcpcfg services") depending on which option
you're changing in the config.yml.

Can you also check the log files kamailio-lb.log, kamailio-proxy.log and
sems.log in /var/log/ngcp/ when you do a call after a reboot, maybe
you're using dhcp and get a different public IP after each reboot, so
kamailio-lb can't bind to the previously configured IP?
