[Spce-user] Error rating CDR batch: No provider info for provider id 5 found

I noticed that some peering groups were linked to non existent contracts
(I don't know how it may have happened). Now I linked them to proper,
existing contracts but the problem is not solved. Probably the old link
is preserved for old records. How can I change that?
