[Spce-user] Block International Calls from Subscribers with US numbers

I have some subscribers with US telephone numbers that I would like to
block calls to 011+ numbers.  I tried to use the NCOS with 011*  and it was
blocking other numbers that had 011 elsewhere in the number.  Is there a
definite way with either NCOS or rewrite rules that I can prevent
International calls from being sent to a peer from my US based customers.
