[Spce-user] Understanding "force_outbound_calls_to_peer" setting

Hi, 

I am trying to understand the "force_outbound_calls_to_peer" setting.

Can someone please give me a little explanation on what this parameter does?

I have seen it has several possibilities and the default is "never". Also, several people have talked about this setting in previous posts.

What exactly does this affect or what does it do?
