[Spce-user] Can a reseller break rate-o-mat with a faulty rate sheet?

I noticed it is really easy to create a rate sheet with a missing zone, 
and it might be hard explain a reseller the problem.
Leaving unratable calls unrated may lead to a loss of money if they're 
undetected.

Personally I would favour a solution where a call is only possible to a 
destination with a billing zone.
