[Spce-user] Calls to destinations without billing zone

Hi
after employing rewrite rules the billing zones is not matched anymore. 
Now I have calls that passed through but are not rated.

Can I enforce it that only calls with a valid blling zones are allowed?
Is the billing zone matched before or after the number rewrite, or can I 
see in some log wich number is used for matching?

I'm on mr3.6.2
