[Spce-user] Not billing the correct rate

Hello Paul,

whatever currency that you are using, the rates are expressed in the DB as 1/100th of that currency and the rate in the DB is always expressed as rate/second.

So if you want to charge 0.015£ / min you actually have to put the value 0.025 into the DB.

0.015£ / min = 0.025p / second
