Probably there is not enough RAM to start panel. The minimum system
requirement is 2GB RAM but even that is not enough if there is no swap.
Check if panel is running: /etc/init.d/ngcp-panel status
if not you can try to lower performance:
ngcp-toggle-performance-config --low-performance && ngcpcfg apply 'low
performance'
Check if it's running again. In long term you should add more RAM/swap.
