[Spce-user] Notification sounds (sound_set) by calls from PSTN/Peering not working

Hi,

Maybe the peering server is ignoring the early media played by the system?

We've already thought about adding a config option to actually connect
the call and play the announcement within the connected call instead of
inside early media. Never followed through as it might have a regulatory
impact, since in that case costs are imposed on the calling party in
that case. It's on our radar, no specific release on when to do it though.
