[Spce-user] to alleviate sip attack

hi gang,

while learning spce, I've already noticed some sip attacks, such as 
friendly-scaner & VaxSIPUserAgent. although iptables drops packets from 
attacking ip address, the attacker keeps sending packets, which is 
annoying at least. instead of iptables / fail2ban, is there a way to 
discourage attackers to keep trying, such as replying with a certain sip 
message?
