[Spce-user] Mediator not starting after upgrade

Hi,

I do not recall such issues. Just to be sure,
have you upgraded to mr3.8.13 ?

In modern releases mysql credentials and grants are updated
on every 'ngcpcfg apply', so they are always correct and up2date with
the running release. Release mr3.8 didn't have such functionality.

As a hint here, start mr3.8.13 Vagrant VM and check the default grants
there for user mediator, apply the similar credentials to your system.
