[Spce-user] Installing Amazon AMI mr7 doesn't work

I just tested it manually, it works fine for me (using
ngcp-ce-mr7.1.1 ami-057fd0a08ee3f2bef).

What's inside your /etc/ngcp-config/network.yml system (once you can
access it via ssh)?
Does the `listen ... :1443 ssl` inside
/etc/nginx/sites-enabled/ngcp-panel_admin_api match your IP address
of the running EC2 instance?

What instance type are you using?
Are you using a VPC setup or the deprecated EC2-classic for networking?

How does your ssh command line look like?
This should be something like:

  ssh -o IdentityFile=/path/to/your/keyfile.pem admin@$IP
